Minagiotiko Dam and Irrigation Networks PPP

The Black Sea Trade and Development Bank (BSTDB) is considering providing support in respect of the Minagiotiko Dam and Irrigation Networks PPP, located in the Regional Unit of Messinia of the Prefecture Peloponnese, Greece. The Ministry of Rural Development & Food as the Beneficiary of the PPP had selected the Project Company Aktor Group of Companies S.A. for PPP’s design, financing, construction, operation, security, insurance and maintenance of the dam and irrigation networks.

As per the BSTDB’s Environmental and Social Policy and Public Information Policy greenfield dam and reservoir projects exceeding 10 million m³ in volume, which may involve significant alterations to the hydrological regime and land use, and which may generate potential impacts on water resources, ecosystems, and local communities fall under environmental and social (E&S) Category A. This requires a full Environmental and Social Impact Assessment (ESIA) process, including meaningful public consultation, and public disclosure on the Bank’s webpage of any E&S information relevant to the Project. Such information will be disclosed at least 60 calendar days for public sector operations before the Project is submitted to the Board of Directors for consideration. Thus, any stakeholder directly or indirectly affected by the Project, or having an interest in it, can review such information, make enquiries, and provide comments. This, however, does not substitute for the obligation of the Project Company to identify stakeholders affected by, or interested in the PPP, and communicate with them in a meaningful way.

Currently the following documents are available for public review and comments:

  • Environmental and Social Impact Assessment (ESIA) in English;
  • Environmental and Social Due Diligence (ESDD) in English;
  • Environmental and Social Action Plan (ESAP) in English. 

The studies and reports in Greek will be publicly disclosed as soon as these become available.
