BSTDB in a Public-Private Partnership Scheme to Support Türkiye’s Health
Care Sector

The Black Sea Trade and Development Bank (BSTDB) is lending EUR 50 million
towards the construction and operation of Konya Karatay Integrated Health Campus
in Central Türkiye. The loan is provided to “ATM Sağlık Konya Yatırım ve İşletme
Anonim Şirketi”, a special purpose vehicle incorporated by YDA Insaat Sanayi ve
Ticaret A.S in Türkiye under Public – Private Partnership model.

The project, which has a total cost of EUR 372 million, is co-financed by
BSTDB with other multilateral development banks - the European Bank for
Reconstruction and Development and the Islamic Development Bank, and commercial
banks - Unicredit and Siemens Bank.

It is part of a wider USD 10 billion program generated by the Turkish
Government which, in collaboration with the private sector, aims to create 30
new healthcare facilities across the country with a total capacity of over
26,000 new beds.

commercial banks to support Türkiye’s strategic priority of upgrading its health
sector infrastructure. This is a second health project in which we are pleased
to participate in Türkiye. The project will create new jobs and offer
high-quality healthcare services to people living in Konya and other provinces.
It is also another example of the public private partnership model which has
been well structured and initiated by the Turkish Treasury for infrastructure
projects. I believe that we could share our experience, which we have gained by
means of these health projects in Türkiye, to help any infrastructure project
that other member countries might want to develop within a public private
partnership model.", stated Ihsan Ugur Delikanli, BSTDB President after the
signing of the loan agreement.

ATM Sağlık Konya Yatırım ve İşletme Anonim Şirketi(the Company) is a
special purpose vehicle established in March 2013.  The Project Company will be
responsible for the design, construction, financing and operation of the
healthcare campus, including provision of first set of all medical and other
equipment, as well as necessary furnishing of all relevant healthcare
facilities. In addition, the Project Company will be responsible for maintenance
and repair of healthcare facilities and provision of non-clinical
services/maintenance of the healthcare and commercial facilities for the term of
the Project Agreement.
