Initially project finance was the Bank's main business activity. In 1998, after the Russian crisis, EBRD decided to shift the Bank's focus to small and medium sized lending. In addition, EBRD's approach was to seek out new strategic shareholders, thus changing the ownership structure. In January 2000, the name was changed to KMB-Bank (Small Business Credit Bank).
